历史 ToolMeta/decorator 不是 G5 开发契约。纯函数使用 qitos.core.function_tool_decorator 中的 function_tool；类工具实现 BaseTool.execute(args, runtime_context)，通过 ToolSpec 声明并注册到 ToolRegistry。权限与 effect 必须显式，run 只是兼容路径。
